Copy the entire VS2022Layout folder to your offline machine via a USB drive or network share. To install without the installer trying to reach the internet, run the following command from the layout folder:
vs_community.exe --layout c:\vs2022_offline --add Microsoft.VisualStudio.Workload.NetWeb --add Microsoft.VisualStudio.Workload.ManagedDesktop --lang en-US vs2022 offline installer
