It is important to clarify what "registering" actually entails. You are not typically registering the ID with a government body or even directly with Apple in a user-facing way.

In the context of Apple devices, "registering" an ECID usually refers to saving "SHSH Blobs" (Signature HaSH). Apple uses a signing system to control which versions of iOS can be installed on a device. When Apple stops signing an older iOS version (usually a week or two after a new release), you can no longer downgrade to it.
