H.265 brought advanced motion compensation. It uses merge mode and Advanced Motion Vector Prediction (AMVP) to reduce the bits required to encode motion data. Instead of sending full motion vector differences for every block, the encoder can signal to the decoder to "merge" with motion vectors from neighboring blocks.
