While LXPs are the modern standard, the legacy method using Cabinet (.cab) files remains relevant, particularly for compatibility with older deployment scripts or specific enterprise imaging tools. Windows 11 continues to support the Deployment Image Servicing and Management (DISM) tool for this purpose.

The offline installation of LXPs requires a two-stage process: acquisition and provisioning.

In the Windows 11 era, Microsoft has shifted from the traditional .cab file distribution model (prevalent in Windows 7 and early builds of Windows 10) to a more modern packaging format: the Local Experience Pack (LXP). LXPs are essentially AppX bundles, similar to applications downloaded from the Microsoft Store. This shift aligns with the operating system's modular design, allowing language components to be updated independently of the core OS.
